My dear Mr. Fassett:

Referring to previous correspondence and particularly to your letter of May 7th, and your previous calls at the Department on behalf of Mr. Arthur E. Valois, an applicant for appointment as Minister, I can only say that it is my candid opinion that in view of all the circumstances, including the relative representation of the different States in the diplomatic service, one could not conscientiously encourage you to look forward to the appointment of Mr. Valois as something actually practicable, although in view of what you have said his case will naturally receive the most friendly consideration.
