My dear Mr. Winthrop:
Referring to your inquiry by telephone, the Secretary of State after today's Cabinet meeting, directed me to say that this Department saw no objection to the MONTANA and NORTH CAROLINA's leaving Turkish waters, subject only to the view of our Embassy at Constantinople, which it is requested that the commanding officer ascertain by direct consultation.
