My dear Mr. Denby,
In view of the facts that Mr. Swift is proceeding to a country which he cannot enter without a passport, and that he goes on important business beneficial to American commerce, the accompanying provisional passport has been issued and I take great pleasure in sending it you in compliance with your earnest wish.
