[My dear Mr. Secretary,]
[Pray accept my thanks for your consideration of the plan of reorganization.]
[In compliance with the wish which you did me the honor to express, I beg to submit herewith a schedule of the Department as it might be under the suggested organization. I also submit herewith a condensed comparison of the cost of the personnel under the present and under the projected organization; a few comparative notes on salaries; an outline of the legislation essential to the new plan; and an explanation of the schedule.]
[Had I felt justified in freely asking the assistance of different officials of the Department who are familiar with the personnel, these papers would have been submitted at a much earlier date.]
