My dear Mr. Minister:
I am exceedingly sorry that you had a long wait at the Department this morning. I was engaged upon certain matters with the Secretary and it was absolutely impossible for me either to interrupt that particular business or to know at what moment I might be free to see you.
It is a matter of great regret to keep you waiting, and I would earnestly request that in the future, whenever you wish to give me the pleasure of seeing you, you will telephone in advance to make an appointment.
