My dear Mr. Minister:
Referring to our conversation this morning, I enclose herewith the text of the Senate Resolution relative to the treaty between the United States and Panama. As you well know, the Department of State is quite ready to do anything which it properly can with a view to facilitating the early exchange of ratifications of the treaty in question.
