Dear Sir:
Replying to your letter of September 8 to the Secretary of State, I take pleasure in informing you that Mr. Knox has authorized the Assistant Secretary of State, Mr. Huntington Wilson, to attend the Annual Dinner of the Chicago Association of Commerce on the evening of October 22nd next.
I write this on Mr. Wilson's behalf, he being ill at present.
