My dear Mr. Minister:
I quite sympathize with your disgust which you express in your letter of June 2nd, at having found that your proposed transfer to Mexico had become prematurely a matter of rumor. You should not, however, feel the slightest concern for we already had every confidence that the rumor in question had not emanated from your Legation.
