Dear Mr. Secretary:
I thought the letter to Hilles copied herewith was fair, unobjectionable and was certainly not asking much. I was astounded at the reply (copy herewith). It makes one sad sometimes to find a person one strives with all his heart to serve well actually disobliging instead of anxious to do one a good turn!
