Dear. Mr. Secretary:
Herewith I enclose for your signature a letter to the President about President Montt, the Minister of Ecuador, and the Peru-Ecuador Protocol. It is of necessity long but I think will give the President a feeling of this whole situation.
Will you please explain to the President in advance of the interview the real activities of Chile in this negotiation. It seems to me we have got Chile in a position where Chile willy-nilly must cooperate.
