The ethics and the attitude towards life held in common by the English-speaking peoples whether these be inborn or absorbed from environment, are even more essential than the form of government.
Being designed for the good of the whole country, rather than for the flattery of any pressure group, the bill was scarcely noticed in Congress. Nobody really cared.
