My dear Mr. Carpenter:

In order that the Department may proceed to make out the commissions of Messrs. Robert C. Ogden, Jacob H. Hollander and Booker T. Washington as Commissioners to Liberia, would you be kind enough to ask the President, at his convenience, to send to the Department a direction to appoint them as such Commissioners?
