My dear Mr. Wilson:

In the absence of Mr. Hilles, I took the liberty of showing your personal letter of the 6th instant to the President, who asks me to say that he feels that he can not do as you request, as the question did not come before him in such a formal way as to make it an offer.

Sincerely yours,

[signature]

Acting Secretary to the President.

Hon. Huntington Wilson,

Washington, D. C.
